Week 1. e-Government in Sweden: challenges & opportunities for a sustainable public administration (7th - 11th August)

Monday, 7thAugust: Introduction

AM:

Registration, presentation of the participants, practical information

PM:

Introductory lecture: “Sustainable e-government”; Summing up preparation work; formulation of personal learning outcomes. Presentation of the module, program, assignments and follow up activities. (Elin Wihlborg & Mariana Gustafsson).
Lecture: The Swedish public administration – an institutional approach (Lars Niklasson).

Evening

Social event: Welcome mingle “Smörgåsbord” garden party

Tuesday: e-government in general and in the participating countries

AM:

Lecture: ‘e-Government and democracy: what happens with legitimacy, accessibility, participation and transparency in public administration’. Integrating mirroring sessions on challenges (Elin Wihlborg & Mariana Gustafsson)

PM:

Working groups based on country, mirroring issues presented in the lecture, referring and discussing preparation on country specific policies. Poster-presentations getting to know the participants and e-government in the represented countries. (Mariana Gustafsson)

Wednesday: Challenges for sustainable e-government

AM:

Lecture ‘e-Government and digitalization of public administration in Sweden: examples of e-services, challenges, best practices and lessons’. (Elin Wihlborg & Mariana Gustafsson). Mirroring session on challenges in the actor groups (Mariana Gustafsson)

PM:

Problem-based learning method. Instructions of the assignment. Identification of cases. Case groups meet to identify their cases – a public administration problem. (Mariana Gustafsson)

Evening

Social event: Visit Bergs slussar & dinner/ boat trip.

Thursday: Innovation workshop

AM:

Lecture: Digitalization as a context for public service innovations. Interactive workshop on innovation processes. (Nicolette Lakemodo & Johanna Nählinder)

PM:

Study visit: Digital innovation in public health care, study visit to the regional hospital, the regional government, Östergötland. Reflection sessions. Evaluation.

Friday: Study visits in Stockholm

 

Study visit: e-government at work - SKL, Statskontoret, PWC, Stockholm. Morning bus-trip (2 hours) including a reflective evaluation.

Weekend

 

Openings to stay in Stockholm. Hiking in the region will also be offered. Possibilities to work on case study.

Monday, 14thAugust: Stakeholders perspectives on e-government

AM

Catching up-session from last week. Mirroring the workshop and study visits. What are the key lessons learned? What can be taken home? What can be integrated in the case presentation?

PM

Lecture on ‘e-Services & stakeholders: challenges, best practices & lessons’. Mirroring session (Ida Lindgren)

Tuesday: Constructing security

Lecture on ‘Information security challenges & norm-critical perspective in design of e-services in public administration’. Mirroring session. (Hannu Larsson)

Reflective evaluation. Preparation of the case study

Wednesday: Digital infrastructure as basic policy challenge

Bus-trip to Skänninge, introduction of broadband policies (Elin Wihlborg)

Study visit: e-Government at work - Rala Infratech (high-technology company for fiber infrastructure), Skänninge

Evening

Social event: Visit Vadstena Slott & Dinner, bus back to Campus Valla.
