This course focuses on the normative issues connected with migration and migration governance. In the first module, a theoretical framework is introduced, against which central questions related to transnational migration are analysed. Arguments for and against limitations of immigration and emigration as well as rights and duties between states and (different categories of) migrants are systematically analysed. In the second, practice-oriented part of the course, existing migration policies such as bilateral labour agreements developed to address health labour migration and global imbalances of health workforce distribution are subject to critical analysis.
