Linköping University (LiU) and Region Östergötland have for many years collaborated on issues of common importance regarding education, research and health care activities.

Collaboration also takes place within the fields of work environment, environment and safety and for this purpose there is a cooperation agreement (named SAMS, cooperation agreement within work environment, environment, safety) where the purpose is to:

  • Collaborate on common issues concerning the work environment, environment and safety and otherwise promote dialogue, information and exchange of experience in order to improve the work of both parties in these areas.
  • Ensure an organization for joint decisions, information transfer and other matters of importance for cooperation in the field of work environment, environment and safety (SAMS).

A significant proportion of employees based in LiU and Region Östergötland perform tasks within the other party's respective areas of responsibility. In addition, the parties carry out work in common or parallel workplaces:

Joint workplaces mean workplaces where staff from both parties work in the same premises either at the same time or in temporal connection with each other, which means that each other's work environment is affected. For example, that work is carried out by both parties in the same laboratory or research premises.

Parallel workplaces mean workplaces where staff from each party work in separate laboratory premises but are located in the same corridor as the other party or that you are active in the same building but on different floors and use the same facilities in the form of water, sewage, ventilation systems, staff rooms, rooms for recycling of waste etc.

Coordination responsibility within the work environment

Coordination responsibility within the work environment means that the employer in control of the workplace (manages the workplace) shall be responsible for the coordination of work environment issues and measures to protect against ill health and accidents, according to the Work Environment Act, Chapter 3, Section 7 d. SAMS organisation

The SAMS organization consists of a steering group and a strategic group. The steering group meets at least twice a year and the strategic group meets at least three times a year. Region Östergötland and Linköping University alternately chair the steering group and convene the strategic group.

The following areas are represented by experts in the strategic group:

  • Work environment which in this context primarily refers to coordination responsibility within the work environment, which means that the employer in control of the workplace must be responsible for the coordination of work environment issues and measures to protect against ill health and accidents. This means that those who carry out the main activities at the joint workplace have an obligation to ensure that work environment issues are coordinated. For more information about the coordination responsibility, see appendices to the SAMS agreement, see the column to the right.
  • Environment that in this context refers to, for example, chemical management, emissions to water and air and waste management.
  • Safety and security which in this context mainly refers to physical security, for example access to premises.
  • Fire safety which in this context refers to for example systematic fire safety such as evacuation organization, regular checks of fire safety equipment information to new employees.
  • Laboratory safety which in this context refers to for example work with the special requirements and risks that occur in a laboratory environment, for example handling of flammable goods and chemical products, inspections etc. The area also includes biosafety and radiation safety.
