Carer is a research centre at Linköping University (LiU) operated in collaboration with the Swedish Civil Contingencies Agency. Research is focused on society’s ability to deal with accidents ranging from everyday incidents to extraordinary events.

The doctoral thesis by Nicklas Ennab Vogel is about making stroke healthcare more efficient. The social costs of stroke diseases are large. Suffering a stroke often has far-reaching consequences for both the individual patient and the next of kin.

Civil emergency responders (CIP) are volunteers who, according to an agreement with the rescue service and after training, are alerted for a first response in the event of, for example, fires, traffic accidents and cardiac arrest.

We work closely together with authorities, non-profit organizations and civil volunteers in creating a testbed where various technologies, methods and ways of organizing rescue operations are tested and evaluated.

What began one summer’s day in 2014 as a small fire in a clear-cut area turned into a civil emergency in just a few days. Researchers, police and fire fighters recently gathered at LiU to draw lessons from it.

Citizen responders can make a big difference to increase security and safety in sparsely populated areas. Also, the initiative has positive side effects. But there are major challenges, not least with respect to IT support for the volunteers.

The British researcher Dr. Lorna Dennison-Wilkins research about how to facilitate the search for a person in water. She has started a collaboration with CARER and she is impressed with how LiU collaborates with authorities and others in this area.

With its focus on crisis preparedness and on society’s ability to manage these, the research programmes are assessed as having great potential to benefit society.
