Anton Björnqvist

PhD student. My research focuses on how evaluations of crisis management exercises and operations can best be carried out in order to achieve practical benefits.

Evaluations of crisis management exercises and operations often aim to identify areas for improvement and propose measures for how these areas can be addressed. Evaluations have the potential to increase organisations’ ability to manage future crises. However, many evaluations remain unused and do not lead to practical outcomes.

My research is based on participatory evaluation as an approach, as well as theories of organisational learning and shared mental models. By integrating these approaches and theories, effective methods for evaluating crisis management exercises and operations can be tested and developed. In the long term, this can contribute to effective learning from past experiences, thereby strengthening society’s ability to handle future crisis situations.
